Abilities in Spiritfarer are unlocked at different shrines throughout the game world. Some areas are blocked off until Stella has gained a certain ability, and some abilities are unavailable until players have properly upgraded Stella's ship. While there is a best order to get abilities in Spiritfarer, it's likely players will unlock the majority of them through simple exploration.
